The meeting opened with a call to order, pledge of allegiance and prayer led by Commissioner Mathis.
Katelyn Lambert with BRPC gave an update on ARPA and provided an updated ARPA worksheet (see attached).
Terry Bates with New Lisbon Township is seeking funds to repair a collapsed bridge. The bridge sees heavy traffic and commuters having to find a new route around. The estimated costs for repairs are roughly $60,000. Terry Bates will meet with Katelyn Lambert on possible ARPA funds.
County Clerk Cecil Weeks provided an election update, 68% turnout in the county. He is currently working on certifying the results looking to have it done by the end of the week.
A brief discussion was had with EMA Director Beau Bishop regarding preparations for the upcoming winter weather. Commissioner Stewart also discussed having Beau Bishop check in on the county ditches.
Collector Josh Speakman provided a brief update on the tax season.
John McCaity with Arch Brokerage gave a presentation on the upcoming renewal for the county employee healthcare plan.
Commissioner Stewart makes a motion to renew current employee medical healthcare plan as previously written, seconded by Commissioner Mathis.

Public Meeting Notice
The City of Bloomfield/Bloomfield Development will be holding a public meeting on 11/25/2024 at 6:15pm at the Bloomfield City Hall located at 400 N. Prairie St. regarding the submission of an application to the U.S. Department of Agriculture Rural Development for funding assistance with purchasing two new vehicles.
All citizens are encouraged to attend.

Route J in Stoddard County will be reduced to one lane as Missouri Department of Transportation crews perform pavement repairs. This section of roadway is located from South School Street to County Road 413 near Bloomfield, Missouri. Weather permitting, work will take place Wednesday, Oct. 30 from 8 a.m. to 4 p.m. The work zone will be marked with signs. Motorists are urged to use extreme caution while traveling near the area. A flagging crew will be in place as work is taking place. |

In 2023, the Missouri General Assembly approved an appropriation of $11 million in American Rescue Plan Act (ARPA) funding for Next Generation 911, as well as last year’s reappropriation of $10 million in NG911 funding.
In total, the Missouri 911 Service Board has been charged with the award and management of $21 million in funding dedicated to NG911. These funds are in addition to the $8 million being spent on the Board’s Geographic Information System (GIS) project.
Dunklin, New Madrid, Scott, Stoddard, and Pemiscot County was awarded a $2.349 million dollar grant by the Missouri 911 Service Board.
This grant project is a regional effort to incorporate text to 911; purchase and improve NG911 compatible equipment that meet the NENA i3 Solution Standard for ESIP Networks. All agencies currently are serving the citizens at a Phase II service level, with this project it will consolidate all counties onto the same network.
